Many girls refer to their friends as "bitch" as a joke, but when it's a stranger and you're saying it in a rude tone it means something rude.

I feel it's the same with the n-word now. I personally do not use it regardless, but I know some white people say it to each-other as a 'joke' much like the word 'bitch'.

That's the issue though. People have become desensitised to slurs when they shouldn't be. The reason why 'bitch' is so commonplace now is because it's used by women universally and so it's said a lot more frequently. Regardless of the context they're being used in, if they're used by people who aren't a part of that minority, it's constitutes as a SLUR. End of.
