That would be like me saying Taylor's opening "doesn't count" because her albums are being sold considerably cheaper than albums from 2000 or because she had an extra day of sales. You can't just decide someone's achievement "doesn't count"    
You literally have nothing to say other than "The ARMY IS FUMING!" yet no Army member is in here having a meltdown. On top of that, TLC, Christina Aguilera, Madonna, Whitney Houston, Deborah Cox, etc. were slaying.
 
Do you really think talented artists like Katy Perry, Rihanna and Taylor Swift would've blocked Britney when pop royalty themselves couldn't?

I'd like to know how your numbers include single sales when album sales from 1996-1999 looked like this: 
1999: 754.8 million 
1998: 711 million 
1997: 651.8 million 
1996: 616.6 million

 All of those weeks came straight from Billboard's reports during the last weeks. Granted they didn't publish Magazines nor Charts on Christmas weeks that's where any difference would probably come from. But even looking at your link, my point is still proven that sales peaked early 2000's.
