Worldwide #1s are based off sales. Considering a single can sell 200,000 in the US, and only 100,000 outside and get #1 isn't that much of an accomplishment.

The US is the largest market, we all know that but there are several other markets that are relevant, and if an Artist a success worldwide then the majority of their sales will be from outside the US market, its dominance is decreasing rather than increasing.
TiK ToK sold 630,000 copies in one week in the US. Alexandra Burke sold 576,046 copies of Hallelujah in one week in the UK. One in every 108 people bought Hallelujah in the UK that week. One in every 484 people bought Tik Tok in the US during its peak sales week. Which achievement is more impressive when you break it down? US sales are largest because population wise it is by far the largest country in the western world. On a per capita basis US sales are not the strongest.
