Ke$ha's image in 2010 was new and fresh and thats why she was huge. When Ke$ha came back 3 years older and wanting to be more mature, RCA wanted her to play it safe and release the same type of music which backfired. She desperately tried to change her image this era from young party girl to formidable pop star. Katy Perry's first era in 2008 was a toned down version of Ke$ha's. When Katy came back, she did not need to change her image like Ke$ha did hence her success. It also helps that Dr. Luke took Animal polished and refined it to make Teenage Dream. Talent and song quality are completely irrelevant here as their vocals and song quality are mostly the same and Katy Perry has just proved with her release of Roar that the general population will buy a song FOR THE ARTIST just as much as they would if they like the song.

Okay Ke$ha is not "third tier at best". In 2010 and 2011, Ke$ha wast the most profitable artist on the RCA roster. The fact that you put Christina Aguilera and Avril Lavigne ahead of her when they haven't had a solo hit in the top 10 on the Billboard charts in years and both of their latest efforts have sold the same amount if not less than Warrior is insane.
