Fashion Icon does not equal to people dressing like you. And if that's the case, Gaga has plenty because all her contemporaries were following her footsteps at one point, even Rihanna in her Rated R era, specifically the Hard vid.
Fashion Icon is someone's who's fashion has had impact. And as far as I know Gaga's fashion has been talked about, made controversy and been a huge part of what got her famous. Stop trying to descredit her because your classmates aren't dressing with avant garde pieces made by mcqueen, gareth pugh, philip tracy, mugler and countless others.
Bye at you acting like everyone even has a reach to the fashion world
I swear y'all can be dumb at times. Yes both are fashion heavy weights, that'll agree, but saying gaga isn't because ppl laugh at it, or it's only a "Halloween costume" is plain stupid. Her fashion has been Imitated on run ways countless of times. Her fashion isn't necessarily worn by the GP, but traces of her impact can be seen. Look at the run ways after her vma performance in 09, run ways were filled with cropped out outfits.

I think Rihanna is very influential as far as who the masses are looking to for inspiration, but let's not act like Rihanna alone is sparking these trends. The 90s had been coming back for a while. Rihanna's team are incredibly good at identifying trends and promoting them before they get too big. Anyone who follows fashion trends would know that while Rihanna may have popularized the look, there were tons of people wearing those styles prior. The same could be said of her Ghetto Goth looks or her appropriation of the Steam Punk style at SNL.
ALSO apart of being a fashion icon, you have outfits/brands synonymous to your name. "Lady Gaga shoes" is a term I see often, especially when someone sees a heel-less shoe, or a mcqueen armadillo boot thing (idek ok). Gaga has countless fashion moments that will be remembered for years to come. Drag her some more tho, keep trying.

Also I think you didn't mean 2009 VMAS? Did you?
Almost everything Rihanna wears can be found on Tumb1r before she even wears it. She's just a face for up-and-coming popular trends because of who she is. I think her fashion is very overrated, but to each his/her own.
Gaga has actually been making extreme fashion statements since her debut. Whether you like them or not, she has a distinct recognizable style and doesn't just follow trends.
Rihanna is THE ICON. Short Hair (Rated R), Red Hair (Loud), Creepers (WFL Video), Dr. Martens (Talk That Talk), half shaved hair and i can go on. She's a trend setter.

Nobody goes out and says they want to dress like gaga tho
So the only Fashion Icon of our generation is
the ICON
You're conflating style and fashion. Style for the most part is every day wear and the trends that dictate what your average teen/young adult wears. Fashion for the most part is couture and the trends that dictate how the industry runs and what it creates. At the same time, however, "fashion" is often used as an umbrella term for both aspects of clothing culture.
There are several examples of Gaga's clothing impacting fashion, magazines, and runway shows. There is no other popstar who is as embraced and engrossed in the world of fashion as Gaga is. During Gaga's peak, NO ONE could do as much as even wear something kind of strange without being compared to her, and even now it's still like that. She has a monopoly on avant garde fashion.
But when it comes to Rihanna, I don't know. People like to claim she influences how people dress, but what actually happens is that Rihanna follows the same style trends as everyone else and so her stans are like, "omg, Rihanna is wearing what others are wearing, so others are wearing what they're wearing because of Rihanna" when the truth is that it's just everyone wearing what's "cool" at the moment.

um rihanna gets sent collection before they debut, one can't find her pieces on tumblr. When she isn't wearing name brands her styling of outfits still differentiates her from others.
