An artist's background does not fully consider when it comes to marketing. If there are no markets in the area they come from and they are legally signed to and distributed by an outside source, they are considered an artist of said outside source. Where they are stationed has no legal binding or standing.
And excuse me, the line "no other foreign solo artist can claim Rihanna's level of American or global success" caught me off-guard. 'Cause she may be big in America now, but she is or was not the biggest artist around the globe. That belongs to too many people to count. Michael, Celine, Madonna, Mariah, and the Beatles are just a few that tower over Rihanna's "global success".
And Utada happens to be the artist that has the best-selling album in the second-biggest market.
