Yes. ATRL won't have it, though.
Especially Whitney. She was barely poppin' for 15 years, never pushed any boundaries musically and doesn't even have a proper great or classic album. She's really just a vocal legend. Beyoncé has done sooo much more, tbh.

#1- "Barely poppin' for 15 years"
She had:
The best-selling debut of all-time
The best-selling single by a female artist
The best-selling album by a female artist
The best-selling soundtrack
The best-selling gospel album of all-time
The most consecutive #1 hits
All of her albums during that period went multi-platinum
The biggest European tour of 1999
#2- "Never pushed any boundaries musically"
This was a black female singer who came out in a white, male-rock dominated scene singing sweeping ballads and virtuosic uptempos. Part of the reason she was so successful was because she literally was the first of her kind. She took Aretha, Diana, Dionne, Streisand and Chaka and translated their vocal prowess into a signature pop-gospel singing style that has been the benchmark for the modern era, in addition to establishing the image of the modern pop diva.
#3- "She doesn't have a proper great or classic album"
Because, she, like other artists, such as Aretha, Diana and Stevie Wonder, are known for their entire catalogue of music with multiple standouts, as opposed to just one album of out many.
She has her debut, The Bodyguard and My Love is Your Love. All respective of different stages in her career, all very much beloved and significant.
#4- "She's really just a vocal legend."
I'm not even gonna address this one.
#5- " Beyoncé has done sooo much more, tbh."
Are we talking about the same Whitney Houston who dominated music, Hollywood and television? Pray tell when Beyonce ever did that. Exactly what "more" has Beyonce done, even in music? She hasn't released as many records, she hasn't performed live as much. Must be two Whitney Houstons.
