Absolutely not. It is prejudice. It would be discriminating against people who don't have English as their first language... is that their fault? No. It would be incredibly hurtful, unfair and prejudice. Anyone who says yes are extremely closed-minded. It's so easy to say yes when English is your first language.

Note that the thread title says "basic English." It doesn't have to be perfect, but it should be enough that the average reader gets the idea of the post. If it just ends up being an incoherent messy jibberish then that's a different story.
