I love samples when they're sampling songs that are older, they're like, including a little bit of music history in modern music. "Otis" is awesome.
Songs like "Cheers", however, which samples Avril Lavigne's "yeah yeah"s, kinda irritates me. This could be bias on my part, though, I admit, as I just don't like the song Avril sings, nor do I like "Cheers". I don't like "Run the World", either, but I never really listened to the song it samples.
I think it is the indicator that there are very few original ideas these days. And artists and composers are lazy too. Its a hard work to come up with a new good tune, so it so much easier to sample someone else's songs which was already a hit and you know that people like this melody.

If I were a music artist, I think you would be my first hater. I am always thinking of songs I could include in the songs I want to write. My favourite song I have planned so far samples both Nicole Scherzinger's 'Poison' and Britney Spears' 'Toxic'.
Oh! I will admit, in contrast to what I said before, I like Simon Curtis' songs that sample recent songs (Lady Gaga's "Bad Romance" and more noticeably, Jay-Z's "Encore").

No matter what someone comes up with, no matter how 'original' they think it is, someone else has probably already done it.
I especially love sampling when the 'new' song sounds completely different to the original. I don't really like when the two songs sound extremely similar.
