That's not true.
There are plenty of people who joined in 2009 (and even 2010) who are more established than people who joined in 2007 and 2008.
You can't measure this in numbers. It's more than just post count or duration of membership. It's quality of participation--does this poster only go into Games, Charts and YTT or do they contribute to the more heated areas of the forum? It's visibility--do they have strong opinions and do they have the cheek to confront other members to back them up? It's personality--how does this member stand out? Do they show their human side, or do they just use a silly Internet persona?
Icing on the cake: big threads, popular games, cool graphics/gifs and other forum accomplishments. I don't really do that stuff, but I'm still "established" for other reasons.
