No, Gingrich absolutely mobilized republicans around healthcare reform by introducing his Contract with America or whatever it was called. They were worried the Clinton's would reinforce the New Deal idea that big government could be efficient.
They also accused Bill of going against his word when he said the era of big government was over. Plus some lobbyists from the health industry ran pretty effective ads on tv about healthcare reform.
