Personally I don't think so because of the whole star underneath looks too colorful and nothing like solrock/lunatone

From what I understand, you need two things:
a) a crystal of a certain type
b) the pokemon MUST know a move of that type

It doesn't say it's restricted to STAB. So for example. Regular Ninetales can learn:

Psychic - Imprison
Dark - Nasty Plot
Fire - Flamethrower
Normal - Quick Attack
Ghost - Confuse Ray
Poison - Toxic
Grass - Solarbeam
Ground - Dig
Steel - Iron Tail
Fairy - BabyDoll Eyes

So regular Ninetales could use a Z-move for any of those types. It couldn't use one for Water, Ice, Electric, Fighting, Bug, Dragon, Rock or Flying.

(Unless it only works with attacking moves in which case remove Fairy and Poison because she still gets Psyshock, Dark Pulse and Hex).
