That would be HORRIBLE security. There's a reason new card orders go through another department to get authorized before they get sent out. How are you going to verify the ID and then give a new card right away? You can't. There's a lot of forgeries out there and it's so much better for the customer, despite the inconvenience, to know that the bank is doing whatever they can to protect their customer's accounts.

 Not really. They have registered on my account the authorized ID I have to show to get a new card. They also ask me three security questions, including a passcode. You have to show 2 different types of photo ID. 
And by authorized ID, I mean if I showed them say my passport, but it wasn't listed on my account, I couldn't get a new card. 
Literally every major bank in Canada issue new cards in the branch the day you show up. The only reason they wouldn't, is if they didn't have the same type of debit card on hand, and they usually give you a temporary card to at least use well you wait for the new one. 
How on earth does having another department issue a card via mail any more secure? People can steal your mail. The person in the bank can do the same security check that the said third party department could too. The only thing they can't do is a background / credit check.
