Someone tried to pay over £300 in House of Fraser - Luckily I'm already over drawn, so it got declined.

You can take out money though. Well usually, it's £50 with ID verification, per day. 
This should also be some red flags to start thinking about opening a secondary account with a card which you keep elsewhere in case of emergencies, and in this case, transferring funds from one to the other via internet banking. The bank will help to refund the payment, but you're going to have to wait for the card. That's why I have 3 accounts; each with a different card. You can change the pin numbers at an ATM though, so they can match.

 That would be HORRIBLE security. There's a reason new card orders go through another department to get authorized before they get sent out. How are you going to verify the ID and then give a new card right away? You can't. There's a lot of forgeries out there and it's so much better for the customer, despite the inconvenience, to know that the bank is doing whatever they can to protect their customer's accounts.
