Basically. It's a really ****** system that is dying but it's still the one being used.
If a show is still on the air with an shaky demo it's either because it has a lot of critical support (Pretty much half of HBO shows) or whoever is behind it has a lot of clout with the studio (Like Spielberg pushed for another season of Smash despite its demo flopping),
But like people said things are shifting to a streaming and a delayed watching medium but until advertising becomes obsolete or finds a way to use that to make money whatever numbers come from that aren't going to matter.
