And in this case it's not that surprising why one would bring race into it. Earlier in this thread someone threw a Kylie comparison with Janet, even though Janet has sold double the records worldwide than Kylie has  .
And I've also seen plenty of people discredit Mariah and call her local even though she is the third biggest female artist of all time.

There is no exact measure of legendafy status. There are some who everybody generally agrees are legends; Beatles, Michael, Aretha, Nat king cole, Elvis, Mick Jagger etc. But there are tons of others who are far more polarizing. This includes Janet, Mariah, Britney, Kylie, Beyonce, Celine, Ciara(j/k) etc. If you want to think somebody is a legend then just go ahead. There is no badge or trophy to give them. Its just perception based on numerous things like talent, impact, influence, originality and so on. For some artists its simply the passing of time or an untimely young death that acquired them legendary status. I also think mystique and myth play a huge part and this is where modern artists are at a disadvantage.
