As people I don't think it makes sense to consider either of them timeless since both have been around for less than a decade. When it comes to their music, I think they both have songs that can be considered and/or at least will become timeless. Katy has songs like 'Teenage Dream' and 'Firework' that will definitely still be blasted twenty years from now while Gaga has 'The Edge' and 'Poker Face'.
Both have given us some of the best pop music this generation will ever hear so I'm sort of stoked to blast them both in 2030 and have my children be like, "EW DAD THIS MUSIC IS SO OLD!"
Edit: Do people not know what "timeless" means?  Bringing up current stats is literally the opposite definition of "timeless".  None of their music is even old enough to be considered timeless, especially not a song from last year.

Holiday and Get Into The Groove are "merely" carefree pop music and yet they still get more recurrent airplay and are more timeless than any Gaga song.

The flawless thread-closing tea that Poker Face is the oldest and highest charting song of all (2008).  "Timeless" should have something to do with time, you guys.

Again, you guys don't seem to get what "timeless" means. Many timeless songs don't receive a lot of recurrent radio play. That's not what makes a song timeless.
When was the last time you heard 'Total Eclipse of The Heart' or 'Don't Stop Believing' on top 40 radio?

Both are in the game for a few years, not long enough to say the outcome in 20 years, BUT there are indicators.
Like, when Gaga performed at the Oscars and everybody was like: OMG; the GP loves her again, YAS Gaga, etc.
The only album that was really doing something on iTunes was her duet album with Tony Benett and every other solo record was unnoticed.
Katy makes the SB performance and all of her albums shoot up on iTunes and her singles as well.
This pretty much shows that these days, Katy is selling her music, regardless how old it is, better than Gaga.
And there is no indication that it is about to change!
