In the Simpsons, they have to give characters cues and markers like skin color, eye-shape etc. to let the audience know they aren't white. They actually do the same thing in Anime with different markers depending on the show.
You're used to watching cartoons and defaulting the race to white no matter what the characters look like and only thinking they are of another race when given a reason to. So you impose that on anime too. They won't be Japanese to you unless they do the same thing to the characters they would in an American show to show they're Japanese.

If the Japanese see themselves as the stereotypical white American, what will worldwide audiences think?
Do you honestly believe anime would even have worldwide appeal if the appearances of the characters weren't blatantly made to look white?
The only time it's blatantly made clear that a character is asian and not white is the name and the home life of that character. Otherwise, the Japanese have intentionally made white-looking characters who live typical white lives. Don't be daft. Just because someone points at a cat and calls it a dog (which is what that article says) doesn't mean it's suddenly a dog. Call it what it actually is, an intentional white washing to create wide appeal.
And that whole Simpsons piece is stupid because as the creators (Matt) said, they intentionally made the characters yellow since it's the brightest color that will get people's attention but otherwise, the characters would have been white.
