I agree. When I got The Fame Monster, I listened to the album through, I heard Telephone knowing it was an obvious single, and it actually became one of the last songs I fell in love with, just because it actually did sound so generic, in terms of what Gaga was doing at the time, and it just felt like it was placed on the album because it was that sure fire hit, but that being I'm glad it was on the album, I'm glad it was released, because it was a massive hit for both of them, and the whole Video Phone/Telephone cross-over just felt really well done, I actually think Gaga should do that more often, so she can keep her appeal, chuck on those sure-fire hits, while still growing like she always has. But then again, Telephone really was my least favorite on The Fame Monster, so really I only do love it when Gaga evolves, and does something unique and interesting. Even if that means her loosing some of the general public along the way.
She could easily team up with hit producers, and create something radio loved, but with ARTPOP it seemed she really didn't care, it was art in the front, and that's just how it was going to be, and Telephone is the clear example Gaga only putting a song on her album, to get a hit, whether that was because of her label etc, but it doesn't seem she does that anymore.
