That would mean the person who made it, had access to both Gaga's and Britney's demo vocals in acapella form, and they would have to remix the instrumental making it sound more like the demo version. I mean it could have been possible, but it sounds like a lot of hassle to me.

Well the Gaga stems are readily available online (even I have them) so all it takes is having the Britney Telephone stems, which may well come with stems of the instrumental we hear so it's pretty feasible
These Britney vocals at least are new right? I don't remember a version of hers with vocals as clean as this leaking. I only remember that heavily auto tuned demo of hers.
It's obvious that Gaga's version had original vocals from her that was sent to Britney. Britney recorded the rest but shelved it because of phonography and no one knew who was Gaga back then. After she became popular Britney wanted it for her singles collection, but Gaga already got Beyonce for it for her own album and didn't want to give it away.

Well this is clearly fanmade... I mean the ending is a dead giveaway as someone else mentioned, they probably made this from the stems that are already online and had access to Britney's vocals.
