They had the talk-monotone vocals in a British accent, the EDM breakdown done by a relatively unknown producer (Lazy Jay for S&S -> Otto Knows for WB) and somewhat similar lyrics. And using the same director for the music video.
And Perfume was definitely done with the intention of being a hit. Hiring a well-known songwriter to write a big hook + will.i.am changing the original Chris Braide production to a more radio-friendly version.
Body Ache was also the other S&S rehash, I bet they would of released it after Perfume if it had smashed.

Yeah her team said Perfume was going to be a career song.
Body ache is obviously catchy; however, it is missing that britney spark

Scream & Shout should've been her first single for the album.
With Ooh La La (Original Lola Blanc demo) as a pre-order promo song.
And Work Bitch as the 2nd single.
With Til It's Gone (Intentional) & Don't Cry (Japanese) to close out the era.

Had me until the third single.
Passenger as 3rd single
don't cry as 4th single
brightest morning star as closer single

Yeah it's Before the goodbye's prettier older sister but they still can't model.
