Lmao. I only heed Birthday when she announced as a single. Walking On Air is far superior and original. Also, the general public didn't really care about it, only a few fans did - as well as TIHWD. Simple. It should've never seen the light of the day before LL and WoA.
Well I guess you can't expect a song that even your own fans loathe to become a hit. And by that I don't mean that you have to fulfil all of fans' wishes (because fans tend to have weird favourites sometimes) but c'mon, at least pick from a group of the songs that they enjoy.

Re-release is def not happening. Katy has said before she rather put out a new album than rerelease. Not to mention that major artist barely rerelease, specially two albums in a row.

It seems like she's really feeling both recently.The chorus in "Legendary Lovers" is softer, and she promises to "take these kids to church" during "Walking On Air."

I would only want another single if they make a serious effort to promote it. Doesn't her schedule conflict with other award shows? If they half-ass everything, I'd rather the gems not a see a Top 30 peak and add another underperfomer to her list. Only if they promote. Nothing else.

She'll do a re-release again this coming Spring 2015 and debut the lead on the Grammy's
2016 for that Dance album. 2018 for that Greatest Hits. 2020 for that Acoustic album.
I just listened to both tracks back to back and LL is clearly the standout in terms of memorable chorus. It'll be such a shame in hindsight looking back if it's not released. I can understand why they wouldn't want to tarnish her chart history, but I think this one is worth the gamble. Then end the era for sure.
WOA just doesn't have the climactic points that LL has, and that means a lot for radio. LL's melody is tremendous. Like I can see the whole GP shouting out the chorus in their cars. WOA not much.
