She's not really known outside of her fanbase and those who grew up with her. I mean sure she has the sales and the impact but that doesn't make someone a legend and Madonna never really had her own distinctive recognizable image. To me Madonna is more of an icon or a symbol of the 80s and pop music. Like someone said, very few people (especially celebrities) make it to legendary status. Marilyn Monroe is a legend because her image is so ingrained into everything despite dying 50+ years ago. JFK. Shakespeare. Even Hitler are all legends.

But when you think of pop music, Madonna is at the top of the totem pole. Just like Aretha for soul music. Just like Diana for the Motown era, etc. That's why they are legends. Sometimes you just have to look at the context of said field, and not what's "universal," etc.
The fact is, if Madonna were dead y'all would kick her inside the legends room faster than G U Y left the charts. That is not debatable, y'all can seethe all you want but some people are legendary, even if all of ATRL unanimously agrees to call Katy Perry a legend that wont make her a legend the same way this debate wont change that some people are iconic and legendary and they don't need ATRLs permission to be naturally I mean Britney not your flop faves

Yeah and that's why I said she's a symbol but she won't be remembered forever. But that's debatable, when people describe pop music to me they're like "oh I hate pop music it's all fake music justin Bieber katy perry and lady gaga".
