Definitely Janet overall. Celine is only influential for her voice and somewhat for her Vegas residency. Aside from that she doesn't have much impact aside from sales, just a few popular love ballads from the 90s which only influence vocalists.
Janet is literally the blueprint for most female pop performers, and a lot of males as well. It goes beyond her dancing into her fashion, vocal style and harmonies, iconic looks (RN outfit, Velvet Rope red hair, etc,) iconic photos (Rolling Stone cover which many of your faves have imitated), etc. I mean she has a minimum of FOUR iconic album covers alone (from Control - VR). Can Celine say that?
And to the Celine stan trying to call her 'local,' I wasn't aware 140-150 million records sold was local, especially since most came from outside the US. She also has airplay records in Japan and South Africa, and also a few in the UK. Not to mention her touring records from Japan, Europe, Hawaii, etc. 
And Robyn and Little Mix are now working with HER producers and they're British, so there goes that argument.

So Christina, Pink, Bruno, Robyn, Jessica Simpson, Rihanna, and all those indie and rocks bands and hip-hop artists are now dancers?

Some of them also said they were inspired by her vocals.
Even Mariah said she was influenced by Control and Whitney loved it so much she covered it on tour.
And when it comes to the singer/dancer format, Janet IS the blueprint for most, even many male artists. That alone would be enough impact in itself but it reaches far beyond that.

Don't get me wrong, no shade to the amazing Janet, but it's easy to make people dance, What does The Fox say is an example, of course she had quality, but she is remembered as a dance act and i usually believe these emotional acts touch people's lives deeper than any other act.

— Iconic music videos (too many to list)
— Iconic phrases ('Miss Jackson if you're nasty,' 'Rhythm Nation,' 'wardrobe malfunction,' etc.)
— One of the most infamous sex symbols in pop culture

Not only influenced her, Janet's the reason she even has a career. J.Lo said she was inspired to get into the industry specifically by Janet, then appeared in her videos as a dancer which eventually got her the connections for her film career and lead to the rest.

Yes it is.

The creators got the idea from her Superbowl incident, which lead to its creation. Facebook also launched right after it happened when the creators tried to capitalize on its publicity.
