Sales =/= impact
Influence = impact
Celines voice is iconic, but she was not influencial as a pop star nor vocalist - meaning her vocal style and technique isnt innovative and she hasnt introduced a certain new technique or style of singing, unlike many blues, jazz, pop or soul singers. In other words, if Celine hasnt happened, nothing would have changed in the way how people sing or present themselves. She doesnt make any difference. Thats the harsh truth. She is popular, successful and a talented vocalist, but thats really it.

I only mentioned sales due to the idea of Celine being a hit wonder as some people implie.
The fact that she introduced music french to the world like never before is already a big accomplishment so big as Janet's impact as a performer, which is her biggest impact.
I see a lot of vocal carachteristics of Celine that many singers tried to copy during the years, including the ability to hold a note and emphasize the antepenultimate syllable. Celine also proved that a nasal tone when well used get sound phenomenal.
