1. Raven's music career was a travesty, but Hillary's was no where near good. Better than Raven, but you ask anyone outside the pop scene about her music career, no one can name an Album. (I know I can't.) But on this one, Hillary wins.
2. On T.V. shows, Raven wins hands down no discussion. You say anything else, you are delusional.
3. CBD = Cheetah Girls + Dr. Doolittle
I had to look up all of Hillary's other movies. Only heard of Material Girl. Same for Raven, and I watched College road trip.
Raven Has more movies that I have watched/know about, so I choose her. If you are talking bad about Raven's film work, then you need to look at Hillary's because hers is about the same. So if Raven's sucked so did Hillary's. 
I like both and they are a staple for Disney, but I think Raven nudges out.

Raven: The Little Rascals, Dr. Doolittle (1 and 2), Zenon and The Cheetah Girls (some people don't count because Tv movies. Meaning no Box office numbers, you have to look at video sales for these or you will miss them), College Road Trip, Revenge of the Bridesmaids (again a TV movie, so no Box Office score, but is one of the highest viewing audiences.
Hillary on the other hand doesn't do TV movies and therefore, would automatically win on box office scores. However, there is more to movies than box office scores. Oh hers, only A Cinderella Story, Material Girl, and CBD made over their budget. Also, if you only count Box office scores, you cannot count Cadet Kelly because it was a Television movie, and does not have any.
Lastly, you also have to count her bad movie too (something you looked over.) I.E. War Inc. only making 1.2 million on a 10 million budget (and we don't know the promotion.)
All that to say they are even on movies.

FYI, the only reason Raven is richer than Hilary is because her name is the same as the character in her TV show, so Disney had to pay her when they sold That's So Raven merchandise (same deal as Miley). Not b/c she was grinding behind the scenes. Hilary's career was much bigger

Raven is more iconic and it shows in her bank account. Lol.
That's So Raven didn't go to the big screen, but it was an overall bigger brand than Lizzie selling more in merchandise (clothes, video games, perfumes, etc) and an overall bigger show.
Hilary may have been more successful in music, but it's not like Hilary was a mega pop force herself .
Even Raven's character Olivia from "The Cosby Show" is used constantly on instagram for ki's.
