When will you guys learn that Gaga doesn't choose where or when she performs.
Maybe her team figures that any promo she does now will be overshadowed by whatever Katie's / Miley do before their album drops.
I think they're waiting until the waters have cooled a bit to make any big moves (3 week period between PRISM and ARTPOP).
They already tried releasing a single and scheduling promo in the middle of a heavily competitive and cluttered release period and ended up on the losing end so I can't blame them for wanting to wait. It also gives Gaga some time to finish up the album, and possibly record a proper smash 2nd single.
All hypothetical of course, she could just be winging it.
