I'm placing my bets on the album late Oct or early Nov. For TD, Katy announced the release 3 months in advance in May (for an August release)

3 1/2 months. That's not unusual, actually. It's a bit on the long side. Very similar to Selena's current release schedule, and BTW's release. Rihanna's and Christina's releases are a bit more rushed, the time between Diamonds and Unapologetic was 2 1/2 months.

I don't expect Katy to perform many songs from her upcoming album either. It won't be out then. She'll probably perform lead single + promo single, and the rest will be greatest hits. The audience isn't there just for Katy, they'll want to hear her hits.

Selena is not a major star

Taylor, P!nk, Rihanna, Britney, Adele, Beyoncé (& even Ke$ha/Nicki) released their lead single 2 -2 1/2 months before the album, because their singles start smashing (or flopping, in Bey's case) right away.

TEOG was only a single because Judas flopped, which was because it was a horrible song, not because of timing.

All the artists you stated don't really have huge 2nd singles. Except for Adele, but her situation was pretty different considering Rolling In The Deep didn't start taking off until after the album was released.

Teenage Dream did great. No need to mess with perfection.

I Knew You Were Trouble / Try / Stay / Someone Like You smashed (at least) as much as "Teenage Dream" (single) on a WW scale. TTWE was a decent hit (considering that Brit was in an underperforming era). And "Best Thing I Never Had" was the closest thing to a WW hit that Bey got with her last album.
