The way some guy on Pulse explained it is that a song might not do well for buyers, but that still many people love it on the radio.
This is shown by an inquiry that Mediabase did. Out of the 30 songs in the list (they were the top 30 on pop radio I thought) GYHAB was actually very high in the list of how many people were positive about it, but especially low on how many disliked it.
Lights was the #1 on that list by the way. And it still isn't selling great.

Interesting that Chasing the Sun, Get It Started, Don't Wake Me Up, Scream, Where Have You Been and Let's Go have some of the lowest positive ranking on there
Whilst the songs that have the highest are stuff like Lights, Everybody Talks, Too Close, I Won't Give Up, Some Nights and One More Night have the highest.
Pitbull's song seems the most hated of all. Poor guy.
His song is so generic though, serves him right, hopefully he comes back with something better, NOT like Give Me Everything.
EDIT: No, actually Where Have You Been got the most negative reviews!!!! NOOOOOOOOOOOOOOO! ATRL will be pressed at that haha. People were saying 9 months ago it was the best thing she ever recorded and would be bigger than We Found Love lmao.
