"Womanizer" & "Circus" sales are great. Practically two 3x Platinum singles from a barely promoted album after the first month. "Amy" didn't have a chance to reach full potential due to her tour & controversy, and for obvious reasons "Radar" failed. But then "3" came along and is 2x Platinum.
I mean sure getting a 4x Platinum single would be great, but I think you're exaggerating with "significantly" because her singles did extremely well last year.

When I say her sales need to increase significantly I mean that she needs to have a stand-out hit single. It's been a long time since she's had one. Womanizer was a huge hit at the time but it's not memorable. Katy, Ke$ha and GaGa have become huge forces in the industry since then. They've each had hits that have outsold Britney's effortlessly. Britney has much more competition than she's ever had before. I know that Britney hasn't promoted well since the digital era began, but if she wants to remain competitive then that is a must. She got away with it when she released Circus because it was her comeback album, but if she does not promote her next album then her sales are going to suffer.
