I didn't say he "managed the country really well", that's just what you chose to understand because anything that isn't sheer hate towards him is considered praise in this country by people like you. The murder rate isn't just related to security institutions as you call them, murder also occurs among people that know each other so I think the biggest flaw lies in the country's judicial system. If criminals were effectively put in jail they wouldn't get the chance of committing so many crimes over and over and I won't deny many people do get killed on the streets randomly and I know lack of proper gun control plays a huge role. His inability to control the personal insecurity crisis (and many others) will be one of the biggest flaws in history books about his government but you make a very weak argument when you try to make it look like that was blood on his hands. Was he a sh!t president, especially during his last term (2006-2012)? Yes. Was he a cruel dictator that murdered thouands? No.
I know this argument is nearly ingrained in your brain by now (people killing each other = people dying at the hands of Chavez) so let me put it this way. If 12-15k people were murdered in the US last year (I understand there's a huge gap in terms of population between the two countries) does that mean that by the time Obama finishes his 2nd term he will have around 100,000 murders of Americans on his hands? I'm pretty sure your answer will be "no", because the US is a democracy and they're awesome, but the bigger point here is that your argument doesn't make any sense. People who died in Chile (or places like North Korea, Cuba, Argentina) were tortured and killed at the hands of unelected governments and that's a fact. People in this country need to stop repeating each other like parrots cause honestly no one pro-Chavez or against Chavez makes any sense lately.
