I don't think there's such a requirement. Radiohead's The King of Limbs has 8 songs and is considered their eighth studio album. Also, Thriller has 9 songs and was never considered an "EP." It's not a big deal, but it seems a bit debatable.

I don't consider it as its own album because although 8 tracks may be enough for an album for others, if you look at TF and BTW each have way more than 8 tracks and are considered a full album by Gaga's standards
