it's not like this is new: 99% of Nazi party SS soldiers were allowed to basically return to their normal lives after WW2, including most of the soldiers who worked at concentration camps. only high-ranking officers and party administrators were tried for war crimes because it's not practical or feasible to put every person on trial
plus, this will encourage low-ranking IS militants to lead the movement and possibly provide information that will help the leaders of ISIS be brought to justice
