Public beheading is an outdated and archaic tradition. We have come a long way from dealing with those who need rehabilitation by chopping their heads off.
The nature of IQ is that only around 50% of people have an IQ higher than 100. Cutting out half of a country to leave decisions to those deemed "smart" by nothing other than IQ is undemocratic and plain wrong.

First of all conscription doesn't even have to be that extreme; it could be a South Korean like system which is perfectly efficient thank you very much

It's the silver bullet answer for lazy people who claim they can't find work. Trust me employment would DRAMATICALLY drop and it'd save us tons of money as we'd no longer have to fund them via welfare.
Secondly the process of death penalty executions we have now often have high rates of failure. This can induce huge amounts of pain to the victim much more than the swift motion that is beheading. In the Middle Ages beheading had a 100% kill streak.

And like I said it's the perfect deterrence, it costs less + the Middle East practice it.
Thirdly to your point about democracy? Who cares sis?

We need to recognise the fact that there are thick people out there who do not have the intellect to partake in important decisions
Human rights needs to be scrapped. We need to reform what it means to have human rights and recommend a zero tolerance policy to crack down on issues we're now too sensitive on
