Yeah, they were. They just didn't call it Wii. I remember hearing about a Nintendo Revolution back in 2004. They then showed off the console, before they had even finalised the controller.
Basically, they were announcing information as soon as they had it available. They announced the console before they had even figured out the concept of the console, in finalized format. They showed of software that looked nothing like the final product.
With NX, they are waiting until it's all ready. With Wii U, they pretty much did the same. When the Wii U was announced officially, we all knew what the console was.
With the Wii, no one really understood the Wii until later presentations, months later.

All I'm saying is, with the Wii they were extremely confident. They didn't care about early reception because they knew they had caught lightning in a bottle. Why else would they debut a console that had the power of the original Xbox and nothing unique about it? They knew the controller announcement would tie it together and people would be perched.
With Wii U, they waited until they had everything they needed, and even
denied a year before announcement that they were even preparing a follow up. They clearly were unsure that they could pitch the Wii U, and probably weren't even sure if they needed to go back to the drawing board or not.
Nintendo's stocks dropped post Wii U announcement. Obviously, people inside Nintendo were having the same reaction as Investors. How were they going to sell this? It was clunky, the opposite of what it was trying to be. It was underpowered, and it wasn't third party friendly (unlike the Wii which was BUILT for third party).

Nintendo are staying quiet about NX for the same reason as Wii U. Everytime they talk about it they make it sound like something different. Because they probably aren't sure what it's going to be yet, and haven't figured it out.
The fact that what they've said about it already means nothing to anyone says it all. Streaming? Handheld? Console? Hybrid? PC?
