How do you know developers aren't interested in NX? Most developers are probably under a nondisclosure agreement and can't openly talk about the NX. Hence why some games are announced for NX and then are quickly dismissed as "oh we're very interested in NX! lol". Ubisoft seems to be the only exception however but given Ubisoft and Nintendo being on good terms that's not much of a surprise.

It's probably too early to say that most aren't interested.
The issue is the fact that Nintendo utterly screwed the third party developers with the Wii U. And that's not something they're likely to forgive easily even with a dev kit being given out.
