I criticized the advertising because if you target only one group that way, that group will break their backs trying to prove they aren't that negative stereotype and resort to things like not getting any treatment or testing. No one wins here. That's why I criticized the advertising so harshly. It focuses too heavily on one group as if black people automatically will respond to black only advertising especially as it relates to something like HIV.

Its genetics more so than anything on why...I know a black gay who only has sex with Caucasians and used condoms consistently who got it (probably from swallowing).

I don't know about US but rates of gay people getting infected in Mexico and in the city where I live are so damn high.

Actually that's not true. He is lying. The condom probably broke or something. No one has ever been proven to catch HIV from swallowing. I know because we had this discussion at the group I spoke of earlier in this thread. While theoretically possible to catch HIV from giving/getting blowjobs. They haven't even had one case where that has happened to date.
