Secondly, get rid of the HIV stigma and the language that singles people out for judgement and "punishment" as another tool to make people feel safe getting tested and treated. The treatments work.... people need to know their status and use treatments without others shaming them.

HIV is a manageable disease now and I personally think that even people who are diagnosed still don't have enough information about it.
The stigma is also a barrier. State hospitals and clinics nurses are extremely rude. A friend of mine once went for her regular check up and before she got in, a distraught lady came out of the room. My friend was next and the nurse was complaining about how that lady was in denial that she has HIV. That is cruel.
Working class people are in a better situation because they can afford private clinics that specialises in HIV/AIDS. They do gain a lot of information and support.
