It's offensive that anyone would list someone that isn't Mariah Carey.
-While there were many great contenders for the title, the artist of the decade award already answered this question back in 1999/2000.

Based on the Billboard Year End charts it's...
90s = Mariah
00s = Christina
10s = Adele (so far)
All of these artists owned multiple years.
