Because beside of the sales, you have other things that make
ICONIC PEOPLE like Music Videos (Justify My Love and Vogue were pretty iconic and both causes furor in the GP), Tours (Blond Ambition is the supreme definition of ICONIC and the best tour in history, everyone takes notes from it. Another example from the definition of ICON: The bra corset is a piece of art you can watch in some museums. Does Mimi have something like that? No) and Movies (Evita+Oscar presentation) were very well remembered.
So, that's the reason why I would say Madonna is more ICON than Mimi outside USA.
