He does not realize the cost of this tracking system. He would need to pay for offices furnished for the work. Administrative costs to pay for payroll, supplies, and utilities. Then he would need to buy database space to store all information.

On top of being unconstitutional, the numbers already indicate that that would be a complete waste of time and money. They would have to pay a variety of expenses to drug test every recipient when most of them would pass and most recipients that do use drugs wouldn't apply for welfare anyways in fear of legal action.
