Nepal becomes 3rd country to issue third-gender passports

Nepal issued its first passport for sexual minorities this week, reported the Kathmandu Post.
The South Asian country, which has a remarkably progressive track record in LGBT rights, amended passport regulations at the start of this year to add a third gender category for LGBT citizens, marked with an “O” for “others”.
To obtain such a passport, an applicant must already hold a citizenship certificate under the “O” category. That category has been an option for Nepali census and citizenship cards since 2011.
The only other countries offering passports with an alternative sex category are Australia and New Zealand, which designate sexual minorities with an “x”.
I don't get it. "Other" tells you nothing about the person, which makes this section completely pointless. They can just remove this part from the passport and it would be the same.
This is one of three things Nepal's Supreme Court ordered Parliament to do. The other was gay marriage and anti-discrimination laws, but the Constitution writing process has been stalled since the Court verdict in 2007.
The draft Constitution released cites LGBT as a protected class and marriage is at the committee stage so if all goes well then the two remaining orders will be fulfilled when a new constitution is promulgated by the end of the year.
Like I understand being born a man but identifying as a woman and doing the surgery to change that...but that means you'll still identify as one of the two genders.

They don't identify as male or female. They could identify as genderless or bigender for example.
