You should be more worried about why you are spending ~$86 billion on a high speed rail system, that isn't fast enough and won't pay for itself instead of DeSal plants which cost about 1 billion and will provide fresh water.
You should be worried about the people leaving the state and the huge decline in domestic in-migration coupled with the extremely low birth rate across all demographics. More and more baby boomers are retiring the first wave started in 2011 when they hit 65 and will continue 14 years. California is not replacing them with their own placing a huge burden on people ages 25 and up in the near future. ~20% of the children living in California live below the poverty line.
The state is in such a mess I could go on and on but you keep worrying about Streisand's lawn instead of what got California in to this mess in the first place. It has nothing to do with the drought any idiot knows there is a finite supply of water coming from the mountains and you can't keep adding millions of straws to the stream and then be surprised that the water is gone.

How does paying the fine solve anything? They can afford paying the fine. It's basically a drop in the ocean that's their net worth.

all residents (elites, middle class and the poor) should use water more responsibly. I would agree with you if it were just a couple houses but California is full of super-rich people and if they all use the water so irresponsibly, don't be sad when it's gone. And please! Those whole fines as a punishment system was
clearly directed at the middle class and especially the poor. The elite don't respond to fines. The elite should have their water cut off if they violate the guidelines.
And we could talk about things the government is wasting money on all day long or how is California is getting poorer and poorer, but that's not what I created the thread for. Take your know-it-all attitude somewhere else.
