The formula should be Streaming > Radio > Sales
The least amount of people use sales and the most use radio. The greatest way to measure what people actually choose to listen to is streaming even though not as many use it as sales. Thus streaming should be the greatest and sales the least.

It makes no sense to use radio when determining how popular a song is. The consumer has
no control over what is played nor are they paying for it to be played. The charts are meant to determine which song is the most popular, not what a company that owns multiple stations believes is the most popular.
With that said, streaming and sales are directly influenced by the consumer. The consumer has control over both of these elements and can choose to buy or stream a song. It makes more sense to measure just these two elements instead of throwing a third party that the consumer can't control.
