The 3-month window is for the antibody tests--tests that measure specific antibodys the body has built in defense of the virus itself. The actual average amount of time for someone to build enough antibodies to show up on this test is around 20-ish days, but on very rare cases, it can take up to 3 months. There are other tests, that can monitor the virus specifically, and the window period is far less than 3 months. I'm pretty sure the FDA uses the most advanced test possible.
