when you hit puberty no! Also if you're raised with respect age doesn't even matter anymore!

a 15-year old, however, should have some sense of morals by then.

If you're an infant, you get a pass.. I guess. otherwise no, as soon as you open your mouth, you're accountable

Most children are terrible human beings who don't learn how to act like people until high school so idk. It doesn't excuse them.

Above the age of like 11, no. Obviously an elementary school child is not going to understand the severity of their words and at that age they're basically being a parrot and mimicking everything they hear their parents/older siblings say. Once they're around 12 is when they begin to really get a mind and thoughts of their own. I'm so sick of people using age as an excuse for somebody saying something ******. Just because someone is a teenager, that doesn't mean that they're a brain dead moron who doesn't know how badly words can hurt.

Yes, little kids aren't old enough to know how to behave. Same for old people.

It obviously depends on the age. Children in their elementary school years are still too young to completely be taken seriously.
