It looks like Katy has more #1s in her first 3 eras than Mariah, but I think it was harder back then to achieve number 1 so Mariah.

Well considering Mariah achieved her #1's without Itunes, Youtube, Spotify and a re-release; her achievements are more impressive.

Mariah, since back then they didn't have digital sales or streaming like spotify or YouTube counting towards the hot 100. And she still has more #1s overall, I believe.
