Around 100,000 people have died in Mexico's drug wars since 2006. Every week there are bodies dumped somewhere. In some cases there have been large massacres of civilians, in 2010 Los Zetas shot 72 immigrants. In 2011 they repeated it, except it was 193 people that time, and they forced them to fight each other to death. Another time they went to a casino in Monterrey, locked the doors, shot people and set it on fire, killing 52...
Unfortunately Mexico has not been able to stop this, according to Wikipedia it is still a third-world (or nowadays what we call "a developing") country. In the first week of 2012 criminals stole 1.8 million barrels of oil from state company Pemex...
So here is my 3-step plan that would help Mexico.
1. American Military Intervention
Why is America fighting in Afghanistan? There are larger problems close to home. America should be helping Mexican forces.
Believe it or not, Mexico has no dedicated bomber aircraft or attack helicopters. Their air force mostly consists of transport planes, and propellor driven planes...
America could help by bombing suspected cartel operations and locations. In addition American satellites could pinpoint these targets. America has many bombers which aren't even being used right now.
Also America could send in many tanks, they have over 9000 Abrams.
Also troops could be deployed in cities across Mexico to search for cartel members and keep the peace.
With 100,000 dead I'm surprised Mexico hasn't asked the US to intervene already.
2. Bring back the death penalty
Mexico apparently does not have a death penalty. This is a problem, because there are apparently at least 100,000 cartel foot soldiers.
That is too many people to jail for life and they could escape anyways. So the only practical way to deal with them is to hang them or shoot them, so Mexico needs to reinstate the capital punishment.
3. Stop the problem at the source
The cartels can only operate when people buy their drugs... so people purchasing narcotics should be dealt with very seriously.
In my opinion, either death or life imprisonment for those caught with "hard drugs" - for small amounts of marijuana, maybe 15 years without parole.
In return for helping, maybe the Americans could have half the profits from the Pemex oil company.
