1) Decriminalize the drugs, regulating the less harmful ones like marijuana at the very least (to bring in those tax coins ).
2) Offer/encourage rehabilitation for those who get addicted, rather than imprisoning them like we do in the US, or having them flock to and fund some of the most dangerous cartels in the world in Mexico.
3) Watch the cartels flop.
