Only because the lead single was not released as a physical single and Britney gets no crossover airplay. It would've easily been #1 for a week or two with a physical single release

A Hot 100 #1 means EXACTLY nothing outside the U.S. In Europe, Asia, Australia, Africa; people doesn't care about that damn Hot 100 chart or #1s.
